Empowering Migrant Workers: HLS, IOM, and SLBFE Launch New English Language Lab

A National Challenge — and a National Solution
Every year, thousands of Sri Lankan men and women leave their families to work abroad. They go to the Middle East, Singapore, Hong Kong, South Korea, and beyond — in search of better incomes and better lives. But many of them face a serious challenge before they even arrive at their destination. They do not have the English skills their employer expects. In 2013, three organisations came together to address this challenge directly.
The Sri Lanka Bureau of Foreign Employment (SLBFE), the International Organization for Migration (IOM), and HLS — Headway Learning Solutions — partnered to launch Sri Lanka’s largest Multimedia English Language Training Centre at Rathmalana. This was not simply the opening of a new classroom. It was the deployment of a proven, technology-based English Language Lab solution to a real national challenge — helping Sri Lankan workers become job-ready before they stepped on the plane.

Why English Skills Matter So Much for Migrant Workers
For a Sri Lankan worker going abroad, English is not just a subject. It is a survival tool. A worker who can communicate clearly in English earns more. The demand for English proficiency among migrant workers going to countries like Israel, Singapore, and Hong Kong has increased significantly over the years. Employers in these countries expect workers to communicate at a functional level — not just follow basic commands. How the Programme Worked — Starting with a Placement Test
One of the most important decisions in any English training programme is where to start. Place a participant in a level that is too easy and they lose interest. Place them in a level that is too difficult and they become frustrated and fall behind. Over the life of the Rathmalana programme, more than 2,500 Sri Lankan migrant workers completed English training through the centre. For these workers, completing the programme meant more than just improving their English.
